Sir,
No doubt full reports have reached the Colonial Office regarding the typhoon which swept over Hong Kong on the 18th August last. One of the principal shipping disasters was the loss of S.S. "Loong Sang", which vessel broke from her moorings, was driven across the harbour before the storm, and, after being in collision, sank with the loss of a number of lives in full view of the spectators ashore, who were powerless to render any aid. The "Loong Sang" had, we understand, been in dry-dook for examination with a view to being refitted and had, shortly before the typhoon, been taken out of dry-dock to an anchorage in the harbour. The engines, however, were completely dismantled and we understand that the rudder,also, had been unshipped.
The Management Committee of the Guild having considered the circumstances of this disaster feel justified in expressing great surprise that evidently no adequate arrangements whatever are made by the Harbour Authorities in Hong Kong for the saving of life in such cases. In the typhoon season in the China Seas, there is always imminent risk of the visitation of a typhoon and the Committee, therefore, are of opinion that during that
